What's a Phase 1 Environmental Site Assessment?
Environmental Site Assessments
A Phase 1 Environmental Site Assessment (ESA) is a standard method
for protecting property owners, property investors, and managers from environmental
liability. An ESA is a baseline assessment for controlling environmental
liability for lenders, buyers, insurers, and investors demonstrating their
due diligence. Once a Phase 1 assessment is complete the purchaser
or the bank qualifies for the CERCLA Innocent Landowners Defense designed
to allow the owner of the property to defend against liability of hazardous
substances placed by a third party. Environmental assessments are
in the best interest of protecting today's lender, buyer, and seller.
Olson Environmental, Inc. includes the following research into a
typical Phase 1 Site Assessment:
-
An assessment of current and past uses and practices of the property;
-
A review of owner/operator records;
-
A review of local, state, and federal regulatory agency records including
information regarding underground storage tanks, and spills or leaks of
potentially hazardous materials;
-
A physical survey of the property and surrounding properties to assess
the previous and current occupants in the area;
-
A review of data regarding the local hydrology and geology;
-
An on-site visual inspection looking for signs of potential environmental
hazards.
